The document was signed by Minister of Energy of the Republic of Kazakhstan Erlan Akkenzhenov and General Director of Aktau Energy Company LLP Ge Lichun.

The total investment in the project is approximately 108 billion tenge, 70% of which is provided by the Chinese partner. These investments will help fill the capacity gap, improve the reliability of power supply in the region, and generally strengthen the resilience of the country's energy system.

The combined-cycle gas turbine is scheduled to be commissioned at the MAEK LLP site in June 2027.

The agreement provides for the creation of over 300 jobs for Kazakhstani specialists, including temporary and permanent positions, the provision of annual grants for master's degree programs in electric power engineering at specialized universities in China, and the implementation of a continuous learning system and professional development programs for Kazakhstani personnel.

Upon completion of the agreement, the combined cycle gas turbine unit will be transferred free of charge to MAEK LLC. The project will help fill the capacity gap, improve the reliability of power supply in the region, and strengthen the resilience of the country's western power grid. The company has already begun work to expand MAEK LLC's existing capacity.
