Kilybay Nurdaulet Ypsilikovich was born on April 10, 1978 in the Beineus District of the Mangystau region. In 1999, he graduated from the Kazakh Academy of transport and communication with a degree in "Organization of transportation by rail". In 2003, he graduated from the L. N. Gumilev Eurasian National University with a degree in finance and financial law. He has Jubilee medals "10 years of the Parliament of the Republic of Kazakhstan" - 17.01.2006, medal "25 years of the Constitution of the Republic of Kazakhstan" - 28.08.2020, medal "Eren enbegi ushin" - 09.12.2013.

Career

He began his career as an intern on duty at the station at RZD-16 Mangyshlak Station  Atyrau branch of transportation of the Republican state enterprise "Kazakhstan Temir Zholy", Aktau city.
