The head of the region, Nurlan Nogayev, discussed the results of the region's socio-economic development for the year 2023 and shared plans for addressing upcoming tasks, as reported by the press service of the Akim of Mangystau Region.

According to Nurlan Nogayev, in 2023, the region achieved stability in socio-economic development, with a positive trend observed in key macroeconomic indicators. The volume of production by industrial enterprises in the region remained stable compared to 2022, totaling 3.0 trillion tenge.

Key areas of development in the region include manufacturing, tourism, small and medium-sized enterprises, transportation and logistics, as well as the agro-industrial sector. The Akim of Mangystau Region emphasized the need to increase investment attraction to the region. Last year, the volume of investments in the region's economy increased from 762 billion tenge to 1.1 trillion tenge, representing a 34% increase.

"500 new jobs have been created through the implementation of 16 investment projects across various sectors of the economy, totaling 21 billion tenge. Among them are 10 projects in manufacturing, 3 in education, and 3 in agriculture. A pool of 43 investment projects has been formed for implementation by 2026. Successful implementation of these projects is expected to attract 880 billion tenge in investments to the region's economy and create 2,400 new jobs. This year, it is planned to implement 13 projects totaling 160 billion tenge and create 600 jobs," said Nurlan Nogayev.

The economic growth, according to the regional head, is directly dependent on the region's infrastructure.

"In 2023, the volume of cargo transshipment through the ports of Aktau, Kuryk, and the Northern Terminal increased by 11%, reaching 7.1 million tons. At the instruction of the Head of State, work continues at the Aktau port to establish a container hub," Nurlan Nogayev informed.

To renew the bus fleet in the city of Aktau, 70 passenger buses were purchased in 2023, resulting in a 100% renewal of the city's bus fleet aimed at improving the quality of life for residents.

Additionally, plans are underway to acquire 126 modern buses for intra-city and inter-district routes in Aktau. This step aims to modernize the regional bus fleet.

"Furthermore, efforts are being made to open methane filling stations for buses and individual vehicles running on environmentally friendly methane fuel. Currently, one methane filling station is operational in Aktau, with plans to open three more in the future," Nurlan Nogayev reported.

Moreover, the Akim addressed issues regarding the stable gas supply to the region.

"At the instruction of the Head of State, the construction of the second line of the Beineu-Zhanaozen gas pipeline has been completed, and the facility has already been put into operation. Its cost amounted to 180 billion tenge for a length of 308 kilometers. Additionally, last year, 5.3 billion tenge was allocated from the republican budget for the implementation of the fourth branch of the main gas pipeline, the Zhanaozen-Aktau line, with a length of 148 kilometers. Currently, 46 kilometers of gas pipelines have been installed. For the current year, 18.4 billion tenge has been allocated from the republican budget. The completion of the project is planned for 2025," reported Nurlan Nogayev.

It is worth noting that in order to ensure stable gas supply to the new neighborhoods in the northern part of the city of Aktau, construction and installation work has been completed on the project to build a trunk gas pipeline with an automated gas distribution station, starting from the MG pipeline "Zhanaozen-Aktau" within the framework of the implemented "Caspian Energy Hub". Currently, work is underway to commission the gas pipeline (costing 10.5 billion tenge, with a length of 52 kilometers).

"As for the development of tourism, construction of a high-pressure gas pipeline has been completed along the coast from the AGTS near the village of Kuryk, as well as from the area of 'Sarsha', located in the resort zone 'Zhily Zhagazhai', to the Rixos Hotel.

This project will provide gas to the settlement of Kuryk, as well as industrial and recreational areas. Ultimately, the aforementioned projects play an important role in ensuring the energy security of the country and contribute to the creation of new industries in the region," emphasized Nurlan Nogayev.

At the meeting of the Public Council, the head of the region, Nurlan Nogayev, noted that the significance of developing the tourism industry in Mangystau Region is increasing every year. The number of tourists is growing, which can be seen from the positive dynamics of the industry's development.

"By the end of January-September 2023, tourist services were provided to 325 thousand people, with the number of foreign tourists exceeding 34 thousand people. The volume of services provided in the industry amounted to about 13 billion tenge, an increase of 141% compared to the same period in 2022," noted the Akim of Mangystau Region, Nurlan Nogayev.

Currently, domestic flights are operated to 8 destinations (Astana, Almaty, Atyrau, Aktobe, Kokshetau, Shymkent, Turkestan, Uralsk) and international flights to 17 destinations: Istanbul, London, Gorgan, Nukus, Tbilisi, Kutaisi, Moscow, Yekaterinburg, Grozny, Makhachkala, Yerevan, Astrakhan, Mineralnye Vody, Kazan, Sochi, Baku; as well as a charter flight to Doha.

"Tourists also choose rail transport for domestic tourism. We must create all comfortable conditions for passengers and demonstrate a high level of service. Work is being carried out in this direction with the national company 'Kazakhstan Temir Zholy'. Currently, we have an agreement. We will continue this work and keep it under constant control. In the region, railway communication is provided for transportation to 3 international destinations (Astrakhan, Saratov, Nukus) and to 6 domestic destinations (Astana, Almaty, Atyrau, Aktobe, Semey, Beineu)," said Nurlan Nogayev.

The Akim of Mangystau Region noted that the potential for further development of the region's tourism industry is high. It is very important to create comfortable conditions for tourists and investors. In this regard, projects are underway to provide infrastructure for a warm beach in the city of Aktau.

As part of the development of the region's resort zone in 2023, two investment projects worth 589 million tenge were implemented, creating 25 jobs in the tourism sector:

Construction and operation of the "Caspiy Life" recreation center (Stage I) (IP "Adekova ZH.K.") (project cost for Stage I: about 439 million tenge), Ethno-Hotel (TOO "Omir Glamping"), project cost - 150 million tenge.

"Undoubtedly, these projects will further increase tourists' interest, providing a positive multiplier effect on the region's economy," added the head of the region, Nurlan Nogayev.

Nurlan Nogayev also reminded that the city of Aktau was chosen as the Cultural Capital of the Turkic World 2025. According to the Akim of the region, preparatory work has already begun, and a plan of events has been developed to mark this significant event in a qualitative, high-level manner. Nurlan Nogayev added that various events will be organized, demonstrating to the younger generation the strong fraternal ties and friendship among Turkic-speaking peoples.

"In his speech at the III National Kurultai, the Head of State emphasized the importance of carefully preserving and promoting the Ustyurt Reserve and underground mosques and instructed to include these attractions in the UNESCO heritage list. We are confident that these measures will further increase the region's popularity and give a new impetus to the development of the tourism industry," concluded the Akim of Mangystau Region.
